Jon, that sounds right to me.  I'm not trying to force the Ada solution but
if the casual or careless can break it, we are just fooling ourselves.

Does placing the protos in a separate source member count as "external" ?

Using the proto doesn't guarantee that the call will be "clean" but it
helps.  The way to guarantee the call (or as close as you can get) is to
use the Proto and a matching Procedure Interface (PI) instead of the Entry
PLIST. That way the proto is validated against the entry parms.  Using this
in conjunction with a good Change Management system should deal with it.
