Richard,

replace the *BCAT with *TCAT.

*BCAT removes the leading blanks of your constant '/' and *inserts* one 
which makes your &JOBQS to 'QGPLblank/QPGMR'.

*TCAT will remove the trailing blanks of the library and insert none.

I like to use the !! for *CAT and !< for *TCAT and !> for *BCAT. The > 
points to the variable whose blanks are removed.

That's the reason for the CPD0078. Did you play around with the blank in 
your post? :-)
