Could you post the specific business problem that you are trying to solve?
Without that, suggestions can only be guesses.  There are several options
available to you; embedded SQL, loading the file to be searched into a
table/array, using OPNQRYF/CHAIN or a brute force READ/compare.  Of course,
DSPDBR might turn up a logical file that is already available!
