I tried your code on V4R4 and it works fine.  There has been at least
one PTF related to the logic to determine whether or not to move fields
from the input buffer to the program fields.

To circumvent this, you can code DEBUG in the H spec to force RPG to
load all input fields.  Explicitly referencing the data structure in
the module with the file should also circumvent the problem.
