Yes.  RPG IV code can readily be written or converted from RPG III without
using any of the ILE features.  Advantages to this are:
1) Fewer restrictions on variable sizes, number of F specs, etc.
2) Meaningful variable names
3) No training or learning curve outside of the D specs.

RPG IV is the language, ILE is the run-time.  I hope I can succinctly
explain this.  ILE exists because of the performance penalty associated with
dynamic program calls.  Static program calls reduce that performance "hit"
down to the level of EXSR.  Along with static binding, IBM threw in
activation groups to help make override scoping more granular.
