I think you want to use RPGLE and a D-spec and turn it around: 

  D  Commsg            C                 'Excess Commission ear-
  D                                      ned'

(I'm not sure of the spacing, but the constant goes on the right, the 
field's name on the left.)

If you are using RPG then you'll be much happier to use a compile time 
array for your constants, or a series of MOVE and MOVEL statements in the 
*INZSR subroutine.

Hi everyone, I'm a new RPG programmer. I just started a couple of months
ago. I was hoping that someone could help me with a little question i 
have.
I'm setting up constants on the I-SPEC. One of them is a message that
contains:
"EXCESS COMMISSION EARNED".
Here's what I have done:

col 28                         col43          col53
'EXCESS -                C                COMMSG
'COMISSION -
'EARNED'


is this correct?
