For me, the normal would be -8. However, it depends on the result that you
desire. If you are rounding or otherwise wanting the nearest whole number
then -8 would be normal. The funny thing about Excel is that int(8.9)= 8.
This is because the Excel function rounds down. Now, if wanting to rounding
or otherwise wanting to drop all decimals and get just the interger value,
then -9 would be normal. I hope this helps.

By Excel functions, int(-8.1)=-9. And %Int in RPGiv is -8. 

How can I get -9 same as an Excel function by RPG iv?
Is which result(-9 or -8) normal for you ?
