No exceptions allowed on referential constraints.  Either it's an orphan or
it ain't.  You gotta fix 'em before you can put the constraint on.  The
original request, though, was just to get a list of the orphans and the
system will provide that for you as a by-product of just trying to put them
on.  Once you got the list of orphans, you can forget the constraint.

Unless your files have a valid relational data set and no orphans.  In that
case, the constraint will go on and no list will be produced.  ;-)
