If you find a simpler approach please let me know, I have some files
like this too!

And I think they way they "somehow long ago got into a field" is that
they were S36 flat files at one time, right?  It seems that sometimes
numbers in S36 would be written with leading spaces instead of 0's,
or that's been my observation anyway.
