The cycle tends to be used most heavily in old code.  If your shop has lots
of old code, it behooves you to learn about the cycle.  Every RPG manual has
a chapter on the cycle and every "learn RPG" book at least mentions the
cycle.  For a more modern (cutting edge for RPG anyway) perspective, check
out the new RPG redbook.  I haven't got the link to hand, but if you go to
www.as400.ibm.com, look for Library, then Redbooks.  Search for RPG.

I'm not going to get into the "cycle is great/stinks" argument because quite
clearly a good programmer will write a good program whether she uses the
cycle or not.
