Nope, you always have the cycle... the absences of a primary or secondary 
file does not get rid of the cycle.  You still have to turn on LR (or 
execute a RETURN) to have a program exit.  If you don't provide a mechanism 
for the program to end, the compiler will complain.

Same goes for interactive programs (no real difference between an 
interactive program & batch, 'cept that one uses a workstation file).
