We used NCS Pro to do a S/36 to AS/400 conversion.  It does a pretty 
decent job in that it converts flat files to externally-defined (based on 
F & I specs from source files), converts OCL to CL (could be much better 
here), converts SDA to DDS (DSPF), handles #GSORTs.  It pretty much leaves 
the RPGII code alone, except for changing internal WORKSTN files to use 
the external definition. You will still need to do the DFUs, convert WSUs 
to something else, etc.

To conclude my rant, getting on the AS/400 is not very difficult (into the
36 environment).  Getting out of the 36 environment requires the most
effort.  Perhaps someone else can recommend a good tool.
