You are right, this is part of Client Access; it's the PC part of the remote
command feature - "remote" means here that the AS/400 is able to start
programs on the PC.

So when you do not need it (no PC program is ever started when you work on
the AS/400),
click
"Start"
"Programs"
"IBM Client Access"
"Client Access Properties"
"Remote command"
and disable the "start remote command automatically" checkbox.

Maybe your names differ slightly; i have a german version and translated
mine.
