I haven't done either of these things yet, but I will try to think
logically as to what could be happening.

As to the open only working the day you compile your program,
what are you doing between days?  My guess is you are either IPLing,
or you are deleting the file and recreating it.  You state you do not
modify the text file in any way though.  So that leaves us with IPLing
perhaps?  That sounds like a bug to me, but I think you need to pin
point when (why) it fails.  Something changes from one day to the
next.  It could be the clock rolling over, or it could be an IPL perhaps.
Does the program fail only on one particular file?  Or any file?  Do you
shut down the IFS at night and restart it during the day?

As to why errno is always 0, I have no idea.  I would suggest
running the program in debug and looking at the variables.  I don't
know enough about error return codes to be of any use.
