I'm on V3R7M0 also.  Perhaps RPGLE was just not installed?

DSPSFWRSC shows me this for 5716RG1:

It seems from this that RPG ILE is going to be installed if
you have 5716 installed because it's installed as *BASE and
RPG II and RPG III are the options.  What does yours show?

Umm... You have RPG III (400) but not RPG IV (ILE) ?  I
thought that both came with RPG.  The file type for RPG ILE is
RPGLE.  Have you tried creating an RPGLE type source file?
Or tried using CVTRPGSRC ?

What version of OS/400 are you on?
