The one thing no one seems to have suggested is doing it in RPG (or COBOL or
whatever).  CL is not really designed to handle file processing - as has been
made obvious by the posts in this thread.  My take is that if it's this hard to
perform the task at hand - you are trying to use the wrong tool!!

Use an RPG program and QCMDEXC etc. to handle the 'can only be done in CL' bits.
