I remember writing a program for CGI in RPG.
I just tested everything as I went along.  Wrote the
RPG program, tested it.  Wrote the HTML page,
tested it.

To debug, I think you would just put the RPG program
in debug mode and pass it the parameters.  If I remember
correctly, the RPG program got passed the parameters
from the HTML page.
