The Retrieve Data Queue Description (QMHQRDQD) API will give you
MAXLEN  Of DTAQ
FORCE   of DTAQ
SEQ     Of DTAQ
along with other information as well.

The API does not work for DDM dataqueues - if you monitor for the
appropiate message this should allow you to determine if the TYPE is *STD
or *DDM

The API is detailed in the OS400 Objects APIs manual.
