My problem seems to have been related to activation groups.  I usually
compile my ILE programs/modules with ACTGRP(*CALLER) DFTACTGRP(*NO). 
When I signed off, then signed on and tried it again, I was able to step
into the SetUsrSpc service program.  I believe that the SetUsrSpc
procedure was accessing an old version of another procedure.  Perhaps
RCLACTGRP would also have solved the problem.
