I have a batch program which read a file about 1 million record and write to
two files with 11 milliom & 6 million record. Both of the output file have keyed
logical file with it. Please advice how to reduce the batch processing time
which current running for 2 hour.

First of all, if your reading and processing numerous records that 
are not needed, do this for a million records, you have big overhead.....
"" read  a record""
"" get corresponding records from file one and two""
"" check primary record - ?do I need this? "" 
"" Nope - discard all data""

another similar example,

"" read a record""
"" get corresponding records from file one and two""
"" check primary record - needed""
"" check records from file one and two"" 
"" only need record from file two""
"" update file one and file two and the primary file'''' (the code is really 
great and no 
data is dragged :-O)

so - review the program, what processing can be conditioned and/or
skipped to reduce overhead....
