QSYSNOMAX - Puts jobs into QSYSWRK subsystem.  You can run an unlimited
number of jobs there.  We created jobq SERVER and subsystem SERVER for all
our server applications.  It is allowed to run all the server jobs we have
and we will add to the max number of jobs as we add more.  It cost to much
to start a the same job every so many minutes.
