Don't tie up QBATCH. Take IBM's lead. 

Create a different job queue or....

I usually submit any NEP to QSYSNOMAX. These jobs run in QSYSWRK at a
low priority (50, I think) and don't interfere with any other jobs.

Or create your own NEP subsystem to isolate the storage pools and
control the priorities with classes.

Or create your own JOBQ and add to an appropriate batch subsystem.
