Nick,

RPG IV programs use the ILE whether we like it or not.  What activation
group is your program using?  It probably doesn't match the activation group
of the CL program.  The OVRDBF has a default scope of *ACTGRPDFN, which is
to say, the override only works in the activation group that the CL program
is in.  If the RPG is in *NEW, then the override does not apply.

Change the override to scope to *JOB and see if that works.
