Seems like you could use a dummy (or real) file as the basis for an
externally defined data structure that defined the dataqueue "record."
You've got to document it clearly in the programs so people know where the
field names come from, but if your program does no I/O to the file you have
a predefined buffer that you can maintain from the DDS.  You have to
recompile the programs if the file changes.
