When someone else mentioned it as the WSU data access routine, I
realized they were right.  I never liked WSU, but do remember it
needed the SPECIAL file to navigate the direct (non-indexed) files it
used.

I don't miss WSU any more than I do KEYBORD and CONSOLE device files.
