Check the midrange magazine ads.  There was a company that would allow 
you to call, from an RPG program, their program.  Parameters included 
location of spreadsheet in the IFS, row, column and value and maybe others.  
Darn if I can remember the name of the product.  Last time I looked at it was 
early 1993.
The problem with a generic function provided by IBM is that 1)  Lotus would 
be preferred over Excel, 2) Version support.  I get enough returned emails, 
"Can you save that to an earlier version of Excel?"

It is easy, and it already exists. Sort Of. Have Excell access the data via ODBC
in a Database in the QSYS file system! Then you can modify the columns as we
always have. I know it's not realy the way you want to do it, but just a 
thought.
