You only need to recompile RPg programs that use service programs if the
interface changes, such as changing the number of subprocedures exported, or
changing parameters in a subprocedure (input or output).

Binder language comes in hand when you do this because you can specify a new
set of exports that will make a new signature.  You will acutually have two
or more signatures, so that if the programs that used the only modules
doesn't need to change, recompiling is not necessary.

Check out the description in the ILE manual.  It does a pretty good job of
explaining signatures and binder language.

As a rule, EXPORT(*ALL) is a bad idea when creating service programs.
