Boy, it has been a while Bob! 

Yes, keywords, not reserved words. The words like FILE only mean FILE
when they are in the proper context. So the following is correct:

DCL FILE FILE OPTIONS(RECORD, DESCRIBED, KEYED);

OPEN FILE;

etc.
