I am one guy who did write code that way in RPGII for the exact reason 
mentioned. When the DO opcode was added, I switch to:

C   99       DO
C* other code
C              END

So remember that some of the stuff that look funny today may have made sense at 
one time.

This undoubtably came from RPG II code (as its origin).  RPG II does
not support the *INxx method of setting/testing indicators, so when IF
got added (somewhere around v4 of S/36 SSP as I recall), some people
used this or similar code to enable an IF block conditioned by an
indicator.

There is all kinds of ugly stuff floating around with roots in legacy
limitations.
