We rarely trigger dumps from within the programs - if there's an
unexpected/untrapped program error, we let the default error handler get it.
We have all of the "program crashed" inquiry message defaults changed to
reply with a D (which doesn't need the DEBUG(*YES), and the users are
instructed to just press enter if they should get one and can't reach our
help desk.  We don't frequently get such program crashes, so we don't have
many dumps kicking around.  We don't consider dumps to be appropriate for
errors that we anticipate when we write the code - we prefer to present
error messages that the user can understand on the screen or in the report.
