It used to mean that any record in file EMP_MASTL which is not an 01 record 
would be a 02 record. That would presuppose that line 0003.00 has more to it. 
Line 0003 needs to say something additional like "1NCX" meaning "any record in 
this file that does not have an "x" in column 1 will set on indicator 01".   
Line 0009 then wold tell us that "any record not already defined will turn on 
indicator 02"
