Exactly.

Using the command GO LICPGM, choose option 10 and see if this AS/400 has the
application development toolset.  The product number is 57nnPW1 (where nn is
a two digit number that varies from release to release).   If you don't have
it on the box you can attempt to reload it from the installation media.   If
it's not on the installtion media, you'll have to buy iy from IBM.

Yes.  But, if that is all you are after (just to look in the file) you could
use the DSPPFM command against the source file and then specify the name of
the member that you wanted to view.   This will let you read but not update.
