You define this file as update file with USROPN.  Close the file before you
issue the QCMDEXC to build the file, then after it is built use OPEN and then
READ and then CLOSE to be ready to reuse.  You may want to issue the CLRPFM
via QCMDEXC to clear the file before you put stuff in it.  HTH
