What other aspects than speed are there Booth.

I have found that my cable performance often improves rapidly after a short "discussion" on speed with the cable company. Last time I did it it went from a measured speed of 1.2Mbs (it is supposed to be up to 15Mbs) right up to about 18 before settling out at about 12 on average.

Seems to me that so much of their "speed" is software controlled these days that by accident or design your connection speed can get hosed. When we got a new service recently they warned us in the welcome package that we might see higher and lower speeds, than we were paying for, over the first 5 or 6 days while the connection "settled in" and learnt our usage patterns.
