What does it mean?

It means that someone has configured their mail server to block based on the DNSBL hosted by DSBL.ORG ... but DSBL has been shut down. It's common practice for DNSBL operators to configure their systems to always return a false positive when they have shut down their services in hopes that the mail server operators will get the message.

Should I be concerned?

Depends on if the mail you were trying to send to 'domain.com' is important.

You might want to check the whois database to see is responsible for domain.com and let them know.
