Definitively a Volume License disc.

I'm not sure what's wrong: It sounds like you have bought a legitimate
license (right name, right packaging, sealed, media and sticker) but
it doesn't work.
Any thoughts on what we can do?

You can change the PID value and remaster the disk. Google for your
PID value and setupp.ini for detailed instructions. This will solve
your immediate problem (you'll be able to install), but i'm not sure
why you have the wrong disk. You can try contacting
piracy@xxxxxxxxxxxxx, but i'm not sure if they'll respond in a timely
manner (or even be able to help you).

The next interesting point will be if you're able to activate the key
you have ;)
