Based on my understanding, that is a false statement.

I don't know the full rules, but from what I understand, you can create
whatever programs you want. If you want to sell them though, you have to go
through the "empire approval" process. I don't think you have to pay the $99
SDK fee if you want to create your own apps, but if you want to sell, you
have to pay to play. This allows corporations to create their own
specialized software for their employees to run on their iPhones.

Just recently Black Swan released a Google Voice "app" that isn't in the
iTunes store. Apparently it is some sort of hybrid app. It downloads
straight to your iPhone/Touch.

it. You can only run what Apple wants you to run. I'm a programmer,
and would love to be able to build my own creature comforts into the
thing -- but Apple won't let me do anything except stuff I get from
their App Store.
