I have an RPG procedure that attempts to establish a socket connection
with Google (on port 80), which if successful returns a value indicating
that our internet connection is up. If we can't establish the socket then
it returns a value to indicate the internet connection is down.

It accepts parms for the host, port, and a timeout value in seconds. This
could be modified to use the sleep() api to allow it to run as a never
ending job in a loop, which could be running in the background on an i.

If interested I can send you the code, but be aware that it does use Scott
Klement's socket utilities/copybooks from his tutorial so you would have
to have that installed on your system.
