Depends on what level you want it to happen. There are several cheap or free products available that emulates a printer creating PDF's instead of paper. That discards all meta-information though like links etc.

OpenOffice can export to PDF, but does not read _all_ Microsoft Office files and there may be layout differences.

It appears that Office 2007 have an add-in that allows saving as PDF.

I've found the Adobe PDF exporter to be quite good - it maintains hyperlinks etc.
