Windows 7 64-bit to 32-bit

If one buys a laptop preloaded with Win7 64-bit, can it be reloaded with
Win7 32-bit? Does it depend on whether the laptop comes with a Win7 CD? I
know if you buy Win7 retail you can load either 32-bit or 64-bit. Not sure
on preloads.

Our sales reps main app is 16-bit. The vendor says it will run on Win7
32-bit, not 64-bit (they're working on a new version).
