It appears that GP is a Windows Server 2008 thing, so it will still take
a while to be generally available. ÂMost clients run Windows Server 2003.

It is not. It's a client-side only thing. On WS08, GPP is already
preinstalled. On Vista and XP, GPP needs to be deployed, for example
using WSUS.

GPP do not depend on the server version, only on the client version.
You'll also need a client running Vista to edit GPOs containing GPP
objects, but GPPs apply to XP machines as well.
