I generally consider character functions to be deterministic ... they will return the same output for the same input.

Based on what I've seen today, the LENB (and all the other 'B' functions in excel) are totally unreliable and cannot be trusted ... especially if you might need to send the spread sheet to someone else who is not operating in the same environment that you are.
