If the certificate is invalid, it won't certify. Forging a certificate
is next to impossible. This is the whole point of certificates.

For what it's worth, why couldn't an ISP intercept a cert authentication
request and supply their own cached (valid) cert?

It wouldn't match the information the browser is expecting ... so it
wouldn't be valid.

I don't claim to be an expert on SSL certificates ... but my gut says
that the whole SSL certificate infrastructure is designed to prevent
this very scenario ... otherwise there would be no security on the web.
