Some screen drivers have this option built in.  If you don't see an option in 
the display setup you may have one of many programs available that will do this 
for you.  The function is called AutoClick.  This is one program that does 
this.

First make sure it's not a function of your display driver by going into 
display setup. 
Then look for a program in your Start, All Programs menu.
If you still can't find it look for a program in your task manager.

I don't know about the hover and select part of your post, I'm assuming 
that you are mistaking it for single-click select.  Try this:  bring up 
Windows Explorer (use the window key on your keyboard and the E key).  
Tools/Folder Options.  Change to double-click to open an item.
