Don't sell yourself short; at this point I'm happy to hear ANY suggestion
because this is a maddening problem. 

That utility does not seem to be available in W2K.

I'm probably the last person to listen to in regards to resolving
internet connectivity issues, but in a jam at home, I usually try the
Renew All button in winipcfg (it that Win98 only?)  It looks like
IPconfig /renew does the same thing.

Since I've had the router firewall at home, I just reset it in the
router admin page.
