Snagit (www.techsmith.com) has a low-level video capture capability built-in
and the user has to initiate the capture - so definitely not sneaky.  I
couldn't live without this puppy for documentation!

They also have a full blown video capture product (Camtasia) but for what
you need I suspect the Snagit option is good enough.
