RE: Blank item in startup

It sounds like something associated with a device driver or imbedded as an
Add-on to IE, rather than something executed on startup. 
A few years ago, one of the makers of routers decided to hijack browsers
that go through the router and send popups to the desktops based on some
number of uses. I think only a few thousand were ever shipped and the
company dropped the plan once it came to light. I don't remember the
manufacturer as I don't work with hardware very often.
You might check your device drivers and see if something that doesn't look
normal may be causing it.

I checked the registry as suggested and there are no items in this key with
a blank name and data.  There were 2 items with blank data, 1 being
something associated with CA.
