They are available David.  You have to either a) Buy an unlocked phone or b)
Buy a model which can be unlocked.

After reading though assorted fora I decided that the unlocking route was
too risky.  So I opted for option a).  The downside is that it is
significantly more expensive to buy this way.  I paid about US$ 250 for my
phone plus $20 for the SIM for my current carrier.  Had I purchased it from
the carrier it would have cost about $125 + $25 for third-party unlocking.

Wouldn't change the decision though - in my case I don't want to change
domestic carrier (a good US/Canada plan is hard to come by) - but I do need
the flexibility to install a SIM from a local carrier when in Europe.
