Has anyone out there encountered this error before? If so how did you overcome
it?

Here is the background:
This weekend I removed the system board from my PC and replaced it with another
board/processor combination, memory and video card. The disk drives and cd/dvd
units remained the same. Upon boot everything seems fine until I encounter
this error. I tried various hardware changes but nothing worked. Even
unplugging all but the boot drive.

System:
P4 2.8C
Gigabyte GA-8IPE1000Pro system board
512Meg memory (2x256)
PNY Nvidia 5200 AGP 8x video card
Western Digital 6Gig HD with operating system
Western Digital 120Gig HD with everything else
