The wheels/eggs have different file names to distinguish which Python
version they support:

(Old method, eggs)
ls -1 /QOpenSys/QIBM/ProdData/OPS/Python-pkgs/itoolkit
itoolkit-1.1-py2.6.egg
itoolkit-1.1-py2.7.egg
itoolkit-1.1-py3.4.egg

(New method, wheels)
ls -1 /QOpenSys/QIBM/ProdData/OPS/Python-pkgs/ibm_db
ibm_db-2.0.5.4-cp27-cp27m-os400_powerpc.whl
ibm_db-2.0.5.4-cp34-cp34m-os400_powerpc.whl

I think we talked about having a separate Python 2 directory, but didn't
seem worth it. Of course, with our PTF install mechanism, we could easily
change this in the future. The benefits would have to outweigh the costs,
though (updating documentation and disrupting user's used to the current
way).

We ship the Python packages as eggs/wheels under Python-pkgs.

I can follow the thinking behind letting the PTFs sit on the side. But
right now it seems there is one Python-pkgs directory for the whole
system, namely

/QOpenSys/QIBM/ProdData/OPS/Python-pkgs

It seems to me there should be one for each version of Python (in case
you have both Options 2 and 4). Or is there some other name for the
Option 4 PTF package directory?
